I came across this item at a collector's fair.  The history of it was two brothers gave each other toys for Christmas until they were to old to "play" with them.  This item never appeared to have been used.  They also had other tin toys and a mint in box GI Joe too.

The manufacturer is TAIYO (Made in JAPAN) and the PAT P. number is 028168.101482.

It has "NEW DUET ACTION" based on the box and is fully functioning with flashing red lights and noise makers.
